Tacacs+ on the other hand separates authentication and authorization (although a user must be authenticated before it is authorized). Also the &quot;Shell command authorization is used&quot; and the networks are treated like commands during command authorization.

So if one is using RADIUS, then only authentication is sufficient, but if one is using TACACS+, then authentication + authorization is required.  Is that what you were saying?
